  Fuding News Network reports (text and photos by Lei Shunhao): Fuding boasts uniquely charming natural tourism resources, featuring picturesque mountains, serene waters, and scenic coastal islands. The region is also renowned for its abundant tea production—indeed, as noted in Lu Yu’s "The Classic of Tea," "Three hundred li east of Yongjia County lies Mount White Tea." This evocative description, reminiscent of the legendary "Classic of Mountains and Seas," refers to Fuding’s iconic Mount Taibao. Since ancient times, famous mountains have been celebrated for their exceptional teas; with such pristine landscapes and crystal-clear waters, it’s no wonder poets have penned countless exquisite verses inspired by this remarkable brew.

  The Fujian tea farmers nestled among the mountains might not have realized just how close the 2008 autumn financial storm—originating on Wall Street in America—would eventually come to them.

  In 2008, the tea mountains in Fuding, where white tea is cultivated, continued to enjoy favorable weather conditions. That year, the entire Fuding region produced a total of 4,000 tons of white tea, with 3,600 tons exported overseas.

  Booming exports still allow Fuding tea producers to rest easy—yet the crisis is already looming.

  In 2008, several regions severely hit by the crisis began canceling orders one after another, catching many tea merchants off guard! Moreover, as the financial turmoil continued to evolve in unpredictable and turbulent ways, demand for white tea from overseas may likely decline further in the coming year.

  According to Lin Xinjian, General Manager of Fuding Tianhao Tea Industry Co., Ltd.: "Although Fuding white tea has long enjoyed robust export volumes that appear thriving, the tea farmers in Fuding themselves are now carefully weighing their options."

  It seems that it was precisely from that year onward that Fuding white tea began its transformative journey. Driven by various forces working together to enhance the efficiency of the tea industry and boost farmers' incomes, the region adopted a market-oriented approach, emphasizing quality while leveraging technology as its key engine for growth. With a strong focus on maximizing profitability, Fuding has vigorously pursued its "Fuding White Tea" brand strategy—aiming to expand, strengthen, and elevate the entire tea industry. Thanks to relentless efforts, Fuding's tea sector has steadily reaped one success after another, earning over ten prestigious national accolades, including titles such as "China's Home of White Tea," "China's Famous Tea Region," "China's Hometown of Tea Culture," and "China's Well-Known Trademark."

  Focusing on the standardized development of pollution-free tea production bases

  To consolidate the achievements of Fuding City as a national demonstration county (city) for pollution-free tea production and a national demonstration county (city) for the Three Green Projects in the tea industry, relevant departments have firmly established the principle that controlling and reducing pesticide residues in tea remains the enduring priority of tea-related work, and are relentlessly advancing the development of pollution-free tea production bases.

  During the tea production period, the Fuding City Tea Administration, in collaboration with the Municipal Agricultural Office, the Agricultural Law Enforcement Team, Quality Inspection, Industry and Commerce authorities, and Supply & Marketing departments, conducted thorough enforcement inspections of banned pesticides in tea gardens at the grassroots level across townships. They also distributed and posted notices promoting the scientific use of agricultural chemicals in tea cultivation, along with providing illustrated guides on integrated pest and disease management techniques designed to ensure environmentally friendly practices. Additionally, they intensified technical training initiatives by sending experts to rural areas—resulting in 20 training sessions held in 2009 alone, reaching over 2,500 participants and distributing more than 30,000 informational materials, which were warmly received by local communities.

  In response to stricter pesticide residue controls imposed by Europe and North America on tea imports, the city has introduced new agricultural residue standards for tea. By establishing demonstration tea production sites, the city is taking a targeted approach—starting with pilot projects to gradually expand and promote the development of pollution-free tea gardens across the board. This initiative focuses on comprehensively controlling and reducing pesticide residues at the source, ensuring top-notch tea quality from the very beginning. To date, the city has successfully promoted 200,000 mu of pollution-free tea gardens, along with three organic tea bases totaling 38,000 mu and green food-certified tea bases. Additionally, 70,000 mu of production areas have been developed through an effective "enterprise + base + farmer" model. The city has also established 15 specialized tea cooperatives, positioning itself as one of the earliest counties and cities in Fujian Province to implement and scale up the construction of organic tea gardens and green tea bases—and currently leads the province in terms of total area covered by these initiatives. During the 2011 spring tea production season, the city conducted irregular spot checks on tea samples across its entire region, inspecting over 300 batches of raw tea. Remarkably, all tested samples met the required safety standards, achieving a 100% compliance rate.

  Today, Fuding City is at the forefront of the province in developing pollution-free ecological tea gardens and organic tea bases, earning recognition from the Ministry of Agriculture as an outstanding county-level city for its pollution-free initiatives.

  Focusing on the development and building of renowned, high-quality tea brands

  Strengthen technical guidance and services for tea enterprises, encouraging them to focus on brand-building and the development of premium, high-quality tea products. In terms of brand development, Fujian’s Fuding City is vigorously implementing its "High-Quality, Boutique, and Timeless Brand" strategy, working tirelessly to create and promote "Fuding White Tea"—a golden "China Famous Trademark" and one of the "Top Ten Teas of the Shanghai Expo." Meanwhile, the city actively organizes tea companies to submit samples for domestic and international tea quality evaluation and competition events, resulting in frequent accolades. At the 2009 Shanghai Yuyuan International Tea Culture Festival, white teas produced by three leading Fuding-based tea companies—Pinpinxiang, Tianhu, and Yuda Tea Industry Co., Ltd.—were honored with the title of "China's Top-Tier Famous Tea." Additionally, during the first phase of the 8th "Zhongcha Cup" competition for premium teas in 2009, Fuding sent a total of 21 award-winning tea samples across all three major tea categories: white, black, and green teas—and notably, three of these awards were for exceptional white tea products.

  To enhance the visibility of Fuding white tea and strengthen its reputation as the "Home of Chinese White Tea" and "Famous Tea Township of China," while expanding both domestic and international marketing opportunities for the region, the city has ramped up its promotional efforts. Through a multi-channel, multi-level, and comprehensive approach—leveraging television, newspapers, advertisements, and other platforms—the city is actively showcasing Fuding white tea to a wider audience. In 2009, Fuding successfully hosted the annual meeting of the Chinese Society of Tea Industry’s group members, as well as the Fuding sub-event of the 3rd Cross-Strait Tea Expo. These events provided an excellent platform for promoting and displaying Fuding white tea on a grand scale. To maximize exposure, the city set up large-scale display windows, Roman flags, banners, and inflatable advertising elements around the exhibition halls, effectively boosting awareness of Fuding white tea. Additionally, the city organized delegation participation in major tea-related events across key markets, including international tea expos in Beijing, Shanghai, Dalian, Zhejiang, Hong Kong, and other regions, further solidifying Fuding’s position as a premier destination for premium white tea.

  Focusing on new rural development to boost tea farmers' incomes

  As early as the 1990s, Fuding City established the Min-Zhe Border Tea Trading Market in Diandou Town, a key tea-producing area. This market has become a vital hub for gathering and distributing tea products between Fuding and the neighboring southern Zhejiang region—and it also serves as a gateway for Fuding tea to reach markets beyond the city limits. With the industry’s growth, the city has now set up over 1,000 retail outlets in major cities across China, while more than 10,000 dedicated marketing professionals are actively promoting and selling Fuding tea nationwide.

  The ultimate path for tea lies in the market—so we must aggressively expand into new markets, increase our market share, and invigorate circulation. To achieve this, the city is actively promoting pilot programs for village-level tea cooperatives, seamlessly integrating them with the broader New Rural Development initiative. To date, 11 tea industry cooperatives have been established, enabling farmers to consolidate their previously scattered tea gardens under a cooperative model, scaling up operations, enhancing farmers' efficiency in intensive production, reducing pesticide residues, improving tea quality, and boosting overall profitability—thus laying a solid foundation for producing premium-grade tea. Additionally, the city is strongly encouraging tea farmers, traders, and tea enterprises to open tea shops and teahouses across the country, establishing robust sales networks that help capture market share and drive growth.

  Currently, Fuding City is leveraging the promotional opportunity presented by hosting the "Cross-Strait Tea Art TV Open" to fully introduce Fuding White Tea to markets in Beijing, Shanghai, Taiwan, and beyond. This initiative aims to use the event as a springboard, positioning white tea as a highly sought-after "prestigious tea" across the Yangtze River Delta, the Pearl River Delta, and cities nationwide.
