Fuding Conducts Special Study on Tea Industry: Leveraging White Tea to Boost Black Tea, and Using Black Tea to Drive Growth in White Tea

This October, Fuding City will host the 8th China Tea Industry Economic Annual Conference of 2012. On May 2, Fuding City held a municipal Party committee meeting specifically to discuss and deliberate on the city's tea industry initiatives.
This year, Fuding City continues to focus on the core goal of boosting tea industry efficiency and increasing farmers' incomes. Guided by market demand, quality excellence, technological innovation, and profitability, the city is vigorously pursuing a robust brand strategy to expand, strengthen, and elevate the tea sector. Key initiatives include accelerating the development of the White Tea Science & Culture Industrial Park, while emphasizing the unique appeal of combining white tea with tourism and sightseeing. The city is also firmly committed to the approach of "using white tea to drive red tea development, and leveraging red tea to enhance the reputation of white tea," placing particular emphasis on promoting the renowned "Fuding White Tea" brand. At the same time, efforts are being made to build and strengthen the "Fuding Bailin Gongfu Red Tea" brand. Together, these collaborative efforts aim to ensure the tea industry maintains strong, steady, and sustainable economic growth.
This year, Fuding City has placed strong emphasis on ensuring the quality and safety of tea by establishing a robust pesticide residue control network. The city is committed to enhancing oversight and management across every stage—cultivation, production, processing, sales, and quality assurance—while also reinforcing market supervision and intensifying quality checks to guarantee that tea products meet stringent safety standards. Relevant government departments—including agriculture, forestry, industry and commerce, quality inspection, supply and marketing cooperatives, and postal services—are tasked with strengthening the management of agricultural input markets. They will rigorously address serious issues such as the misuse of pesticides and fertilizers, unlicensed operations, substandard hygiene practices, as well as counterfeit and fake products, and instances of passing off inferior goods as superior ones. To further support farmers and tea businesses, the city is ramping up technical training and awareness campaigns on pesticide residues, educating tea growers and operators about the critical importance of product safety, the risks associated with pesticide use, proper pesticide application techniques, and effective strategies for tackling pesticide-related challenges. Additionally, the city is bolstering staffing at township-level tea technology stations by appointing dedicated tea quality and safety supervisors who will oversee and guide efforts to ensure compliance with safety standards, while staying informed about local tea quality conditions. Encouragingly, businesses are being urged to pursue quality and safety system certifications as well as QS certification, helping them establish and refine robust traceability systems for their tea products. This initiative aims to strengthen internal controls and ultimately elevate the overall quality of tea offerings. Finally, the city remains steadfast in leveraging science and technology to drive innovation, particularly by intensifying research into white tea processing techniques. By exploring new technological pathways, Fuding seeks to overcome existing bottlenecks that currently limit the aroma and taste profiles of white tea, paving the way for even greater excellence in this premium tea category.
