Ningde City Releases "Opinions" to Further Boost Tea Industry Development

Hupu Longjing Information Platform, July 30: Recently, the Ningde Municipal Party Committee and Government released the "Opinions on Further Promoting the Development of the Tea Industry," setting a clear goal for Ningde's tea sector: From now until 2017, Ningde will accelerate its transition from a region rich in tea resources to a thriving tea industry hub. Guided by the principles of stabilizing planting areas, enhancing quality, and boosting profitability, the city aims to comprehensively develop the modern tea industry and significantly increase farmers' incomes. Additionally, Ningde plans to provide policy and financial support to the White Tea and Black Tea Working Groups of the National Tea Standardization Technical Committee, which have recently established themselves in the region. This move is designed to strengthen the top-level planning of the tea industry and ensure that Ningde gains influence over domestic and international standards for premium tea varieties like white and black tea.
The "Opinions" propose enhancing the quality and safety levels of tea products by strengthening monitoring and guiding tea enterprises to standardize tea production and processing according to quality standards. The work of obtaining and renewing QS certifications for enterprises will be accelerated. By 2017, more than 300 primary tea-processing factories will have undergone cleaning and modernization, and 700 tea enterprises will have obtained food production licenses. A tea product quality traceability system will be improved, and after five years of effort, it is expected that over 60% of tea enterprises will have established relatively complete quality and safety traceability systems.
The "Opinions" also clearly emphasize efforts to boost tea brands, focusing on brand strategy as the core. This includes intensifying efforts in brand development, promotion, and protection, while encouraging tea associations and enterprises to apply for provincial-level renowned products. Ningde City aims to elevate well-known brands such as "Tanyang Gongfu," "Fuding White Tea," and "Tianshan Green Tea" into globally recognized names, both domestically and internationally. Additionally, the city will support tea associations and companies in registering collective and certification trademarks, as well as applying for "Three Products and One Standard" certifications and GAP accreditation. It will also facilitate applications for China's Famous Trademarks, Provincial Famous Trademarks, and Provincial Renowned Products, with the goal of increasing the number of China's Famous Tea Trademarks to 10 and expanding the number of geographical indication-certified trademarks to around 15. By the end of the year, Ningde City plans to have 100 agricultural industrialization leading enterprises at or above the city level specializing in tea production, while nurturing 3 to 5 nationally recognized flagship enterprises. The city will establish five tea trading markets, including two specialized markets focused primarily on black and white teas, along with one comprehensive tea trading center. Furthermore, the city will prioritize the promotion of high-aroma tea varieties across 30,000 to 40,000 mu of land annually, boosting the proportion of premium-quality teas from the current 30% to over 40%. Finally, the city aims to drive the output value of advanced tea processing and deepening to exceed 1.5 billion yuan.
